The administration of Administrative Development and Human Resources Development was established as per the Ministerial Decision Number three in February 2009 for bringing about a qualitative breakthrough in institutional performance at the General Secretariat of the Cabinet and its work mechanisms along with assisting the head of the unit with his responsibilities related to the good progress of work and performance towards developing it in addition to establishing the accredited job values among the personnel in conformity with article (33) for the year 2007 as well as training the employees on the methods of work and the systems governing it and the requirements of meeting the demanded criteria of work.
Vision
Bringing about a qualitative breakthrough of the institutional performance of the General Secretariat of the Cabinet , facing constraints and coping with administrative variables brought about through the use of information technology and communications in administrative work.

Mission
Developing and upgrading the competency and efficiency of institutional performance of the General Secretariat of the Cabinet and its mechanism in terms of upgrading human , technical and institutional capabilities as a supporting system of decision making as well as enhancing the use of information technology and communication in conformity with the approach of the total quality and excellence to enable the Cabinet perform its tasks efficiently
Strategic Objectives of the Administration
Encountering the constraints and coping with administrative changes caused by the use of information technology and communication in administrative work.
General Objectives of the Administration
Developing the knowledge , skills and conduct of the employees through training operation and its continual repetition.
Contributing in the development of the physical work environment .
Organizational development , restructuring and engineering procedures and operations.
Technological development and the use of the appropriate office technology as well as developing methods of performing tasks and simplification of procedures.
Tasks and Competencies of the Administration
Coordinating the efforts of development and improvement as well as upgrading human , institutional capacities and promoting job environment and administrative systems.
Coordinating with the national agencies concerned with administrative reform, development of human resources, total quality and excellence towards realizing the highest levels of quality and excellence via promoting institutional performance and developing human capacities in addition to presenting initiatives to the Secretary General with regards to promoting the work of the General Secretariat in terms of methods of performing tasks , simplification of procedures and the use of the appropriate technology .
Following up study and implementation of programs agreed on for overseeing the programs of training public service senior officials at the General Secretariat.
Laying down the plan of training needs for te employees as well as preparing and updating the program of training record.
Conducting the activities that enables employees to gain skills , capacities and the trends that enable them perform their work in a better manner.
