introduction :
Board of Consultancy has been established by Presidential Decree No. (246) for the year 2004 from Sudanese scientists, researchers, academics and experts in order to support the decision-making of the Council of Ministers to study, analyze and develop options and differentiation between them according to scientific and objective bases.
The President of the Republic, on the recommendation of the Minister of the Council of Ministers, issued Decree No. (220) for the year 2005 amending Decree No. (246) for the year 2004 to become the General Secretariat of the Council of Counselors as an independent unit affiliated to the Ministry of the Council of Ministers. The state has an active role in supporting decision-making.
Which made it distinct and different from other units of the Ministry of the Council of Ministers in the nature of its work and the purpose of its establishment so It’s departments composition came similar to the composition of the ministerial sectors in the Council of Ministers to support the Council of Ministers and its assistance mechanisms.
It was agreed that the expert shall be defined as (a person who possesses the specialized knowledge gained from the relevant scientific qualifications, practical experience in the field, and has the ability of methodological contribution of the creative nature theoretical or practical in the field of specialization. Has gained regional and global fame and recognition in this regard, with academic contributions published in the regional and global scientific journals).
Strategic Objective
Supporting the decision-making of the Cabinet and its assistance mechanisms by studying and analyzing and developing options and differentiation between them on the basis of scientific and objective.
The resolution defines the functions and competences of consultancy board as follows:
o Participate in the development of national strategies.
o Participation in the preparation of annual plans.
o Participate in the preparation of the studies and research required by the work of the executive summit.
o Participating in strengthening the performance of the state's executive agencies.
o To give an opinion on everything related to the present and future of the nation.
Membership of the Commission
The Consultancy Board includes (378) members of scientists, experts, researchers and universities' staff with different specializations, who have been selected by Ministry of the Council of Ministers according to, just qualifications and experiences, and the period of membership last for two years and then be revised in order to continue the effectiveness.
The scientists have been classified according to their specializations and needs, into three sectors includes eighteen axes as follows:
Governance and Management Sector:
Includes the following axis:
1- Security and Defense.
2- Information.
3- Management and Governance Systems.
4- Foreign Affairs.
5- Justice and Legislation.
Economic Development Sector:
Includes the following axis:
1- Money and Investment
2- Agriculture.
3- Industry.
4- Infrastructure.
Social and Cultural Development Sector:
Includes the following axis:
1- Education and human resources development.
2- Informatics.
3- Health Services.
4- Social Work.
5- Culture and Guidance.
6- Environment.
7- Youth and Sport.
8- International and Regional Organizations.

Methods of Works:
1. To organize workshops, conferences and symposiums about certain issues to be deliberated by the Board members.
2. To form specialized working teams to study certain topics.
3. To ask some or one of its members to conduct a study or prepare a report about a certain topic.
4. Preparation of topics axes on the agenda of the Council of Ministers with a view to assisting ministries and various government units to submit reports, enabling the Council of Ministers to take the appropriate decisions
5. To express opinion and comment on some subjects of the meetings of the Council of Ministers.
6. Enforcement of the requirements of the Council of Ministers and its assistance mechanisms (assigned by the Minister or the Ministers of State or the Secretary General of the Council of Ministers) or at the request of the General Directorate of the ministerial sectors.
7. Participation of the membership of Consultancy Board in the technical committees of the Council of Ministers.

The organizational structure of the General Secretariat of the Consultancy Board is as follows:

2- Administration Department :
- Management of the governance and administration sector.
- Management of the economic development sector.
- Management of the social and cultural development sector.
- Management of financial and administrative affairs and includes the following departments and units:
- Department of Administrative Affairs.
- Finance and Accounting Department.
