Cabinet Approves National Dialogue's Implementation Documents
The Cabinet has held its regular meeting on Tuesday , April 18/2018 Chaired by First Vice President of the Republic General, psc, Bakri Hassan Salih.
The session is of a special nature as it tackled thoroughly the status of national dialogue implementation via three documents.
The first document has touched on the phased report on implementation position of the outcomes of the national dialogue which was presented by the rapporteur of the high committee at Ministry of the Cabinet Jamal Mahmoud.
Mr. Mahmoud has elaborated on the efforts exerted by the ministerial sectors and the ministerial committees towards implementing the recommendations that should have been implemented in the year 2017.
He said the said recommendations included issuing two constitutional amendments that involved creating the post of Prime Minister and specifying his tasks , powers and adding members to the National Assembly along with separating the public prosecution from the Ministry of Justice , enshrining nine freedoms and rights in the constitution , setting up the Council of Ministers and implementation of the national campaign for collecting arms whereby ceasefire decisions were issued and amnestying those sentenced for disputes causes and pardoning arms carriers in addition to changing the time of Sudan to be appropriate with its regional and international vicinity , approval of the Borders National Commission Bill , Banks of Sudan monopoly of sales and purchase of gold , rationalizing and controlling imports , realizing a considerable increase of the country's produce of grains , finishing the enlisting of governmental services prior to computerizing them , increase of the geographic coverage of communication networks and completion of arrangements for launching 363 new governmental electronic modern services.
Minister of Justice Dr, Idris Ibrahim , the Chair of legislation committee presented the second document that included the bill of miscellaneous amendments as part of the committee's efforts for enshrining 108 recommendations in the national legislations and they were classified in conformity with their implementation position, whereby it was confirmed that 30 of them were enshrined in the law and 5 enshrined in the constitution while a bill was prepared for adapting 15 recommendations, amending advocates law and the criminal procedures , the criminal law and the People's Armed Forces Law for the year 2007 , the law of the National Security for the year 2010 and the law of the national service for the year 2013 , the law of the civil defense forces for the year 2013 , the law of the rapid support forces for the year 2017 , the law of the Ministry of Justice for the year 2017 and the law of the General Prosecution .
Meanwhile the Minister of Minerals and Chair of Public Policies Committee presented the third document which is a document for all the state organs the national and state ones either official organs or the popular organs while the policies presented by the National Dialogue was compared to the previously prepared document and the high committee referred it to experts committee which placed it in public policies modules and this document is considered the first one in terms of inclusiveness and approval by the competent authorities.
The cabinet further approved the three said documents stressing its commitment to implementing all the recommendations of the national dialogue in consistency with the prescribed timeline program which extends up to the year 2020.
The cabinet has further affirmed its commitment to the issue of comprehensive peace and its continual endeavor to bring the arms carriers aboard the peace progress and the continuation of the national campaign for weaponry collection up to realizing the prevalence of peace and all become free for production and services.
The honorable cabinet directed the imperative commitment of the state organs to the document of the public policies upon preparing its plans , programs and the formulation of its different projects and activities.
The cabinet postponed deliberation on the bill of miscellaneous amendments to next Thursday's session by the will of Allah.
