Council of Ministers approves the year 20 20 budget

In its extraordinary meeting today, Friday evening 27 of December 2019 chaired by the Prime Minister Dr. Abdullah Hamdouk, the Cabinet approved the budget for the year 2020. The Minister of Culture and Information, government spokesperson, Mr. Faisal Mohamed Saleh, stated in a press statement that discussion and approval of the budget required a great effort from the Cabinet
Where the Council held more than four meetings to discuss the budget and then approve it, as well as the formation of a ministerial committee that has been in a continuous meeting with experts from the Ministry of Finance to discuss the budget, indicating that this budget is the first budget in the history of the country to be discussed in a clear and transparent manner both in the various media organs or social media. Noting that all opinions on this budget issue were taken into consideration and subject to discussion

Faisal indicated that the budget approval by the cabinet is the first step, as the budget will be discussed in the sovereignty council before its final approval in the joint meeting by the councils of sovereignty and ministers

For his part, Minister of Finance and Economic Planning Dr. Ibrahim Al-Badawi said that the budget for the year 2020 is a true symbolization of the glorious slogans of the revolution, freedom, peace and justice, in terms of content, goals and economic programs
Indicating that this budget is based on three main axes, in the forefront of which are the achievement of sustainable development goals by optimizing the allocation of resources and paying attention to the established programs and achieving budget directives in the field of education, health and infrastructure, in addition, the budget is taken into consideration the suffering of the Sudanese people resulting from the systematic impoverishment of the bygone regime that resulting negative effects, especially on vulnerable groups and people with low incomes
Al-Badawi added that the third axis the budget focused on was establishing a multiple social protection program which begins with a pilot program includes about (900) thousand families covering the equivalent of (4,500) million citizens who are scientifically and deliberately selected from those who fall below the poverty line, this program will be developed according to studies and databases in the second half of the year to cover about 60 to 80% of the population of Sudan, through direct cash transfer in order to secure a decent life for a wide sector of Sudanese

Al-Badawi explained that this budget will double the actual spending on education and health sectors compared to 2019 one, as well as a commitment to free charge the basic education, prevent the changing fees from any party in public schools and to provide free school meals for students in all government schools . In addition to the commitment of free charge treatment in government's hospitals, work to eliminate distortions and differences in the wages and salaries of state's workers, and increase the minimum wage from (425) pounds to (1,000) pounds per month, In addition to providing more than (250) thousand jobs for youth during the budget year 2020. Beside  increasing the umbrella of the monetary sponsors for undergraduate students by adding (50) thousand students, bringing the total number to (300) thousand students, expanding the umbrella of health insurance for poor families by adding one million families, bringing the total number to (4,900) million families, while increasing the monthly ceiling for insurance by one hundred percent, and establishing the Reconstruction and Development Fund for Peace with an initial amount of about (9,300) billion pounds of self-resources and directing that to the states affected by conflict that support of peace

The Minister of Finance and Economic Planning said that the budget addresses the issue of commodity support by setting a responsible program that takes into account all considerations in order to achieve all these great achievements

Noting the importance of gradualism in addressing the issue of commodity support, especially fuel subsidies. as for wheat support,  Al-Badawi stressed that this is a human right relates to providing basic food to the citizen and will continue to support the wheat and cooking gas
