Final Communiqué and Recommendations


In continuation of the efforts that aim at entrenching the pillars of peace and national unity and towards realizing integration, Tamazug and peaceful coexistence between the sons of the same homeland and for boosting development and reconstruction in the country and a gracious Sponsorship of Lieu. Gen. Salva Kiir Mayardit the First Vice President of the Republic and co-chairmanship of Ustaz Ali Osman Mohamed Taha – Vice President of the Republic and Dr. Riek Machar Vice President of GoSS, the Ministries of the Presidency of the Republic, the Council of Ministers, the Secretariat General of the National Council of Strategic Planning have organized the 2nd Forum of Tamazuj states under the motto: From Kadugli to Aweil: towards intensifying mutual cooperation to enhance Tamazug (intermingling) in Aweil City the Capital of North Bahr Al-Ghazal State on 14 – 15 July 2010.

 

This Forum comes as continuation for the previous Round-table Forums held in Merowe and Wau towards reinforcement of the decisions of the first Tamazuj states' forum held in Kadugli in February 2010 with the aim of assessing the performance progress and getting acquainted with decisions implementation status as well as overcoming impediments. The importance of Tamzuj States emanates from their high population, and their immense natural resources constituted in the fertile land, water, animal resources, petroleum and the minerals the matter that necessitate reviewing the manner of orienting these resources towards development, stability, realizing unity and welfare of the citizens.

Participants in the forum are the leaders of political and executive work and the legislative bodies from the National government and GoSS along with the effective participation of the ten Tamazuj States and West Bahr El-Ghazal Unity, Warab, White Nile, Blue Nile, Southern Darfur, South Kordufan and Sinnar states and in the presence of Africa wise Man Committee , President Thabo Embiki, representative of the Netherlands Embassy, JAM, the United Nations Chairperson of Civil Affairs, UNDP representative and JAM chairperson along with the companions operating in the field of implementation of developmental projects, NGOs and leaders of the indigenous administration Tamazuj States.

The start of the Forum deliberation was addressed by:

1. Gen.Paul Malong Governor of North Bahr El-Ghazal State who thanked the GONUO and GoSS for their efforts of organizing forums of intermingling for their importance in tackling the mutual issues and coexistence specially at the time when the country is approaching the referendum referring to:

- The diversity that characterizes the state of North Bahr El-Ghazal whose cultures and natural resources are diverse and it is endowed with fertile agricultural lands that qualify it to become Sudan food basket.

- The importance of coordination to implement the decision of this forum in a manner that realizes citizen aspirations, providing services as well as realizing security and tranquility between the neighboring States.

- The Forums role in the Aftermath of Peace agreement between the Dinka, Miseirya and Rezeigat encouraged by GoSS and the importance of implementing the decisions of the forum for their role in enhancing stability and the rule of law in the State.

  1. Dr Taj El-Sir Majoub The Secretary General of The national Council for Strategic Planning who reviewed the matrix of the outcomes of Tamazuj States in Kadugli , the applicable reality Referring to the Following:-

- The forum at follow up of the implementation status of Tamzuj States Forum decisions, as well as looking into the concern of foreseeable future of Tamazuj States.

- The directives issued by the co-chairmanship at the end of the first Tamazuj States forum deliberations which is entitled to realize development, stability, and peaceful coexistence between the states.

- Execution Status of The matrix of the recommendations Tammazuj states Forum in Kadugli in consistency with reports by the Ministries, states and the concerned bodies.

- Dr Riek Machaar Vice President of GoSS who affirmed the importance of the forum in enhancing peaceful coexistence, stability and development at the states stressing the following:-

- Symbolic selection of Aweil city for holding the forum due to its importance with regard to Tamazuj between the States and boosting national unity.

- The necessity of decisions implementations and examining the consequent outcomes as well as subjecting them for deliberation in consistency of the agreed upon axes.

- GONU focuses on implementation of developmental project in the State which helped in realizing development and stability.

- The importance of enforcing firm coordination between the national organs and GoSS as well setting up a mechanism assigned with strategic planning in GoSS for its importance in tackling issues and continuous follow up as that is required for completing the mechanisms of planning and follow up at the national level.

3. Ustaz Ali Osman Mohamed Taha Vice President who welcomed the attendees and thanked the First Vice President of the Republic , Mr. Thabo Mbeki and the Chair Person of Africa's Wise Man Committee outlining that the forum comes as extension to the previous forums that convened in Merowe and Wau 2009 and Kadugli 2010 elaborating that:-

- The importance of execution of Kadugli forum decisions for their role in enhancing security in Tamazuj states towards realizing stability and development that represents:

- Particularity and denotations of convening the second forum in Aweil city the capital of North Bahr El-Ghazal state that is constituted in realizing social, economic and political reach out particularly after the rehabilitation of the railway Line and resuming the course of the train which deemed to be a special symbol of the State.

- The role undertaken by the Unity Support Fund in implementing developmental projects through the joint vision between the National Government and GoSS which target realization of peace, stability and development as the realization of these goals is a guarantee for the cohesive national security and the comprehensive development of the Sudanese human being.

The forum discussed the following work papers:

1- Axes of the matrix of the Tamazuj States Forum held in Kadugli citizen, presented by Dr Taj El-Sir Majoub, the Secretary General of National Council for Strategic Planning.

2- Reports by Tamazuj States Governors on implementation of Kadugli's Forum Decisions held in February 2010.

3- Report by Unity Support Fund on the fund's implemented projects in the Tamazuj States, presented by Mr. Yahya Hussein State Minister at the Ministry of International Cooperation- Secretary General of the Unity Support Fund.

4- Vision of the Central Bank on financing and micro financing policies requirements and the policies and goals of micro-financing , presented by Dr. Sabir Mohamed Hassan Governor of the Central Bank of Sudan.

5- Briefing on plan of the Ministry of Welfare and Social Security, for the upcoming six months, presented Ustaza Amira El-Fadil Minister of Welfare and Social Security.

6- Vision and activities of the Sudanese Agricultural Bank in the field of financing the agricultural sector, and animal wealth along with the operative financing, presented by Deputy Director of the Sudanese Agricultural Bank.

7- Vision of the Sudanese Saving Bank and its role in implementing poverty reduction policy and micro financing, presented by General Manager of the Sudanese Saving Bank and social Development.

8- .Vision of the Ministry of Justice Regarding coordination with GoSS and reconciliations, presented by Mohamed Bushara Dousa, Minister of Justice.

The conferees listened to briefing by Tamazuj States Governors on measures taken by the states for executing the decisions of Kadugli Forum, particularly with regards to security, developmental and social issues as follows:

- Enhancing the police forces, weapons control, tackling the issues related to the routes, as well as limiting the activities of criminals with priors and reinforcing the pillars of security and social peace.

- Taking the necessary arrangements for implementing the decisions issued in Bantiu Declaration particularly with regards security social peace.

- Drafting the bill of indigenous Judiciary 2010.

- Forming the committees assigned with exchanging security information, particularly in Abyei city as well as raising the people's awareness for handling this information.

- Celebrating the delivery of the first part of blood money in June 2010 in the context of containing disputes between some tribes in the South Darfur, and South Kordufan states.

- The role of the indigenous administration, mechanism of social reconciliation and peaceful coexistence in Tamazuj states.

- Constructions of the roads that link Tamazuj States

- Addressing water issues through digging wells and Hafeers in as part of water harvesting program to meet the rising needs in the different Tamazuj states.

- Enforcing firm coordination between the oil producing states, with the aim of overcoming impediments that obstructs petroleum projects and increasing the productivity.

- Expanding the financing of attractive unity projects in the context of enlightenment opens investment prospects to guarantee the inflow of funding.

- The role of Abyei administration in containing conflicts and enforcement of security.

- Required measures and procedures for security and stability realization in Abyei area.

Recommendations:
Security Axis;

- Affirming the importance of maintaining security in Tamazuj states as well as identifying the coordinative mechanism from GoSS part for following up forums decisions implementations.

- Calling upon Warab State governor to accelerate coordination with Unity state Governor for tackling tribal and native disputes.

- Taking practical measures for settling the problems between Sennar and upper Nile states towards realizing security and stability in the population intermingling areas.

- Calling the Minister of Justice to coordinate with GoSS Minister of legal Affairs for developing the legal instrument for legalizing the tribal norms to guarantee the implementation of peace forums decisions as well as reviewing the possibility of decentralizing legal affairs towards realizing more effectiveness in availing legal control.

- Doubling the efforts of combating drugs cultivation and weapons spread in the Tamazuj zones between South Darfur and west Bahr El-Ghazal together with strict measures in coordination with security organs.

- Giving concern to coordinative meetings and exchanging security information between the adjacent states for addressing security issues.

- Immediate Formation of a political committee at the of the Presidency of the Republic and the Council of Ministers to accelerate border demarcation on the ground according to the directives of the Presidency of the Republic to guarantee smooth flow of commodities, citizens movement and reach out .

- Considering the avoidance of basing on exaggerated and wrong information or others that lead to triggering disputes along with tackling them politically and mobilizing collective effort for mutual handling of these information.

- The importance of holding a meeting between Abyei Administration and the National Ministry of Interior and GoSS, the Joint Defense Council and the Security and Intelligence Services for examining the incoming information through a joint mechanism to guarantee its analysis, review as well as confirming it besides conducting the necessary solutions in the light outcome of checking its accuracy and correctness.

- Sponsoring the de-mining and the DDR projects in terms of execution and support.

- The importance of enforcing coordination and joint work between Tamazuj States for reviewing and opening the nomads routes for removing congestion and preventing conflicts between the herders and farmers.

- Calling on the Tamazuj States Governors, Ministers of Justice, Defense, Interior, DDR and the Secretary General of the National Council of Strategic Planning to attend the initiation of weapons control program in Southern Darfur State on 24 July 2010.

- Stressing the importance of holding a forum for the Eastern Localities in South Darfur State adjacent to N. and W. Bahr Al-Gazal and South Kordufan for their role in realization of social peace, entrenching peaceful co-existence, and disseminating peace culture as well as supporting unity.

- Accelerating exchange of visits by indigenous administrations in Tamazuj States.

- Taking the necessary measures for deepening confidence between tribes in Abyei zone seeking in this regard involvement of the indigenous community figures for their importance in the prevalence of peace and tranquility.

Economic Axis:

- Formulating a unified economic strategy according to a joint vision of Tamazuj areas aiming at utilizing the diverse available resources exploiting them for covering the food gap as well as availing decent life for citizens through transforming the Forum decisions into economic and social plans.

- Speeding up taking practical measures for Implementing El-Diein- Raja-Waw highway and El-Diein Aweil highway due to their importance for the movement of commodities and the individuals between Tamazuj States.

- Immediate starting of activation of people's efforts for connecting donations towards realizing the motto of one billion dollars foe reconstruction of the homeland to be utilized for financing development projects in Tamazuj states.

- Taking urgent practical measures to implement the initiative of the Ministry of Agriculture through transferring one of the teams operating in the Ministry to indigenize rice cultivation in N. Bahr Al-Gazal State besides transfer of experiences that had started in the Blue Nile State to the other Tamazuj states.

- Considering establishment of a financing institution for the Tamazuj states to benefit from the available potentials as well as attracting investment towards the area particularly in the agricultural and industrial domains.

- Considering the arrangements which allow banking activities with the Islamic and Traditional banking g systems for the banks operating in Tamazuj states along with offering option to deal with whatever window.

- The Central Bank of Sudan shall organize a workshop on micro-financing to discuss aspects of the said financing as well as benefiting from experiences provided that Tamazuj states will benefit from that experience.

- Considering generalization of collective financing as an experience taken in the framework of micro financing formulas.

- Introducing renewable means according to a new investment vision to look into available resources and exploiting them through an international support or foreign aid to realize direct benefit and sustaining peace in the area.

- Enhancing coordination between the Central Bank of Sudan and the Central Bank of Sudan – South Sudan's Branch in relation to the requirements of micro financing.

- Enhancing coordination between the Ministry of Welfare & Social Security and the reciprocal Ministry in GoSS in relation to micro financing.

- Considering the number of banks in Tamazuj States and upgrading their financing capacities.

- Giving top priority to the issue of food security as well as coordinating plans and providing financing to specific feasible projects that respond to the comparative advantage of Tamazuj States.

- Establishing an Agricultural Services Company for Tamazuj States concerned with providing services in the field of agricultural services, improved seeds, and gathering the produce for marketing, opening windows for dealings with banks and entering the citizens in the economic activity circle.


General recommendations:-

- Convening the next round table Tamazuj forum in South Darfur State.

- Executing a media campaign for enlightening the citizens on micro financing through the forums and media together with directing banks to establish specialized branches and concluding partnerships with the states.

- Establishing a joint mechanism between the national government and GoSS to follow up implementation of decisions and transforming them to effective programs of action subject to effect gauging.

To conclude, the forum affirms the role undertaken by the media and the necessity of boosting it through availing them with the opportunity to get acquainted with the political, economic and security issues. The forum looks forward for media sensing the patriotic responsibilities in performing a proactive role in its media mission that take into account objectivity and the high interest of the homeland away from provocation.
